Winnipeg police and justice officials are making a big mistake by dropping criminal charges against four 15-year-old punks who caused widespread property damage in Transcona last year.

The four delinquents — who can’t be named — are responsible for about 80% of new graffiti in Transcona in 2008, or about 400 “tags.” They got caught after tips to police.
